Abstract
Since the 2016/17 fiscal year, the Tanzanian government has placed great emphasis on using the force account system to develop and renovate public facilities such as schools, hospitals, and colleges, amongst others. The use of the force account approach in construction projects was said to save the government a lot of money while also creating jobs in the surrounding communities. Despite these advantages, recent studies have ascertained that using the force account approach results in a loss of government funds and poor quality of related projects. Based on this conflicting information, this study evaluates force account project performance reports, establishing a view that certain project implementers are either not fully conversant with, or fail to adhere to, force account standards and procedures. They also lack the necessary tools to guide implementation of force account projects. From the reviewed work, twenty measures and seventy-nine sub-measures of force account performance were identified. These were then evaluated by a group of academicians and practitioners, and nineteen measures and eighty-four sub-measures, respectively, were selected for this study. These measures and sub-measures were then used to develop an Extranet Project System model for improving overall force account project performance. The model has four components: (i) key force account project implementers; (ii) matrix table; (iii) toolbox for knowledge acquisition; and (iv) project performance improvement output. Using this model, each project user gains the ability to improve force account project performance. Users are encouraged to use the model to improve the performance of force account projects.
